Public health ethics, like the field of public health it addresses, traditionally has focused more on practice and particular cases than on theory, with the result that some concepts, methods, and boundaries remain largely undefined. This paper attempts to provide a rough conceptual map of the terrain of public health ethics. We begin by briefly defining public health and identifying general features of the field that are particularly relevant for a discussion of public health ethics.Public health is primarily concerned with (...) the health of the entire population, rather than the health of individuals. Its features include an emphasis on the promotion of health and the prevention of disease and disability; the collection and use of epidemiological data, population surveillance, and other forms of empirical quantitative assessment; a recognition of the multidimensional nature of the determinants of health; and a focus on the complex interactions of many factors—biological, behavioral, social, and environmental—in developing effective interventions. Peirce’s doctrine of God has scarcely been studied at all. This is surprising because his own naturally religious temperament, his desire for philosophical completeness and the influence of Kant, all led him to give an important place to theistic speculation in his philosophy. It is true that few parts of his philosophy reveal more than the fragmentary and unfinished nature of his thinking. This however does not take away from its importance both for the interpretation of his philosophy and for (...) the evaluation of its contribution. In this paper I want to examine his doctrine of God mainly in order to discover and outline what views he held in the matter. Such examination is an essential preliminary to any consideration of the value of his theistic thinking. Moreover, an objective exposition is already the best beginning of evaluation. However it is impossible to undertake this kind of examination without a careful search into various corners of his writings and a meticulous and slightly laboured presentation of one’s findings. But I think that the patience involved in such research has a rich reward. (shrink)

William James’ celebrated lecture on “The Will to Believe” has kindled spirited controversy since the day it was delivered. In this lively reappraisal of that controversy, Father O’Connell contributes some fresh contentions: that James’ argument should be viewed against his indebtedness to Pascal and Renouvier; that it works primarily to validate our “over-beliefs” ; and most surprising perhaps, that James envisages our “passional nature” as intervening, not after, but before and throughout, our intellectual weighing of the (...) evidence for belief. And if the answer if affirmative, it may be asked what is the extent of our knowledge of this world. Both steps in the problem reduce to the one question of the value of our knowledge. “... it ain't likely to have a radius of exactly zero,” is the conclusion of H. G. Dehmelt(1) from his Nobel Prize (1989) winning observations on trapped electrons. There are small discrepancies between Dehmelt's observations and the theoretical predictions of quantum electrodynamics (QED), which assumes that the electron is a point particle. Here we present evidence in support of Dehmelt's contention that the electron has a structure. Essentially, we point out that the nonrelativistic limit of QED is at variance with (...) a fundamental principle underlying all of physics, viz. the second law of thermodynamics. (shrink)

The phase space formulation of quantum mechanics is based on the use of quasidistribution functions. This technique was pioneered by Wigner, whose distribution function is perhaps the most commonly used of the large variety that we find discussed in the literature. Here we address the question of how one can obtain distribution functions and hence do quantum mechanics without the use of wave functions.

Pancreatitis is a complex, progressively destructive inflammatory disorder. Alcohol was long thought to be the primary causative agent, but genetic contributions have been of interest since the discovery that rare PRSS1, CFTR and SPINK1 variants were associated with pancreatitis risk. We now report two associations at genome-wide significance identified and replicated at PRSS1-PRSS2 and X-linked CLDN2 through a two-stage genome-wide study. The PRSS1 variant likely affects disease susceptibility by altering expression of the primary trypsinogen gene. The CLDN2 risk allele is (...) associated with atypical localization of claudin-2 in pancreatic acinar cells. The homozygous CLDN2 genotype confers the greatest risk, and its alleles interact with alcohol consumption to amplify risk. Teilhard’s cosmological speculation is a valuable basis for an environmental ethics that perceives individual natural objects as good in themselves and the world as good in itself. Teilhard perceives man as fundamentally part of a cosmic environmental whole that is greater than mankind taken individually or collectively. His holistic views on human biological and psychological and social evolution are, I argue,compatible with a biocentric environmental ethics. I discuss some similarities and differences with the views of the deep ecology movement. I (...) show that Teilhard’s hierarchical system is not humanistically oriented in a way that need be interpreted by Teilhardians as contrary to environmental well-being. I argue that Teilhard’s sympathies toward transportation technology, including the automobile, can be interpreted in his holistic manner. I conclude that Teilhard’s theocentric views are also a basis for supporting an environmental ethics which is both optimistic and not anthropocentric. (shrink)

IT has been affirmed frequently that Aristotle’s Physics contains no concept of inertia. Indeed this character, coupled with his great subsequent influence up to the Renaissance, is often considered a key reason for the charge that Aristotle produced a set-back of one thousand years in the development of physics. Our purpose here is to attempt to put in a balanced perspective the Aristotelian doctrine and ancient anticipations of the concept of inertia; no attempt is made to study the medieval period. (...) Assuming that the reader accepts, albeit provisionally, that James's "will" to believe, early and late, implies that his ethics is traversed by a deontological streak, and by a "faith" which implies epistemic form on the relevant facts (both interpretations the writer argued for in two previous essays), a final feature of his position entitles one to interpret his "will" to believe as, not merely a willingness or readiness, but as a controlling resolve, in the strong sense, to interpret the (...) facts in a manner appropriate to our living in the "strenuous mood," a mood which is congruent to our universe viewed as "moral." Consider, as a crucial instance, the will to believe which undergirds the "keeping" of a friendship. (shrink)

James's ethical thought could frequently be consequentialist, but it could also on occasion show a deontological side, or "streak," as I contended in "William James on the Courage to Believe". This shows up when he speaks of the "strenuous" as against the "easy-going" moral mood, in "The Moral Philosopher and the Moral Life," and it preserves the precursive intervention of our "passional natures" in "The Will to Believe" from lapsing into "wishful thinking." Toned down slightly, perhaps, in "Varieties (...) of Religious Experience", it reasserts itself in "Pragmatism", and, it could be shown, in James's succeeding works as well. (shrink)
